According to the ST, Ms Adelaide Chang, its director of communications "resigned last week, before her services could be terminated."
The official statement: "MOHH took the decision to terminate her services, and met her to communicate these matters. However, Ms Chang proferred her resignation. There was no evidence of fraud or criminal wrongdoing but a clear non-compliance of company policy."
The report stated that on July 3 she had categorically stated: "I declare I have not conflict of interest with the (said) vendor." Should not then she be charged with making a false declaration?
Is MOH sending a signal to the rest of its staff that it is okay to be economical with the truth but don't get caught. But if you get caught, it is also okay, you can resign and we won't pursue with the matter.
To ensure that it is not seen to be sweeping things under the carpet, the MOH should be more transparent about the whole matter. By refusing even to disclose the value of the tender (or other details), MOH is certainly not a leading light of the new directions that the ministries are supposed to follow.
It should also explain why the need for a Holdings company to be set up by the ministry, presumably to deal with the private sector?
