Since the Second World War, the United Nations has played a pivotal role in the world. Its purpose is to maintain order in the world, resolve contradictions between countries, and avoid the outbreak of war. However, with the development of science and technology and the development of civilization, the war in the world can now be said to be less and less. Therefore, the United Nations has lost its former power and its role has been greatly reduced. Even some countries should begin to disobey the management of the United Nations. Even the membership fees are not willing to pay, and this situation has forced the UN Secretary-General Guterres to even sell houses.

Speaking of dissatisfaction with the management of the United Nations, the first thing that everyone associates with is the United States, because if it is to say that it has the ability to challenge the United Nations, the United States is definitely the most qualified to stand up and speak. The former is itself the most powerful military economic system in the world, and the United States should take an exemplary role. But the truth is the opposite. The United States has recently opposed the payment of UN membership fees. The irony is that he is also the most indebted country in the UN.

According to UN Secretary-General Guttre’s notification to the UN member states on January 11 this year that the current arrears of the United Nations membership due to Member States, the total arrears cost is as high as 2 billion U.S. dollars (about NT$62.7 billion), of which the United States defaults on one-third of the United Nations dues. According to statistics on New Year's Day this year, the United States defaulted on the United Nations regular budget of 380 million US dollars (about NT$ 11.91 billion), and the arrears of peacekeeping costs was 776 million US dollars (about NT$ 24.32 billion).

The United States has been in arrears with the United Nations in the past, but this situation has become more serious after the Trump administration took office. In the process, Trump has been asking the United Nations to reduce the sharing of peacekeeping costs and regular budgets for the United States. Because in the eyes of Trump, the United States now pays a lot to make up for the benefits it receives, the United States is very disadvantageous, so if the United Nations does not agree with the conditions of the United States, then simply do not pay this part of the cost until the United Nations agrees. Although the United Nations has obvious norms, it is obvious that this does not apply to the United States.

As Member States owe their contributions, they will not be kicked out of the United Nations, and more and more countries are beginning to owe their contributions. According to the United Nations data from 2003 to 2018, only 130 to 140 countries pay each year, and as of October 2, 2018, there are still 50 countries that have not paid fees, accounting for nearly 30% of the 193 member states.

There are also many other countries that are in arrears, but some members do not pay their dues because they really can't pay, and Ukraine is one of them. After the disintegration of the Soviet Union, Ukraine inherited some of the property of the Soviet Union, but because of its long-term economic crisis, Ukraine can only survive by selling the weapons left by the Soviet Union, and the measures of the United Nations did not help the development of Ukraine. Ukraine also owes money.

For international organizations such as the United Nations, it depends on the membership fees and peacekeeping costs between countries. Recently, the amount of money arrears has been increasing, and the financial problems of the United Nations have surfaced. The fiscal surplus in the same period of 2017 reached 100 million. $85 million (about 5.7 billion Taiwan dollars), but by 2018, the account has turned "seeing red" and the deficit has reached as much as $159 million (about 4.9 billion Taiwan dollars). At present, it has been plagued by shortage of funds. The 14 peacekeeping forces of the United Nations in various parts of the world face various material shortages, and their status in the international arena may also be threatened.

The United Nations has financial difficulties to rush the United Nations Guterres to even consider selling houses. At the meeting of the Fifth Committee of the United Nations General Assembly in charge of administration and budget, Guterres said in his speech that after he took office in January 2017, the first thing he did was to ask whether the Secretary-General’s official residence could be sold. "I am not kidding. This is a real thing." The Secretary-General's residence is located in the luxurious Sutton neighborhood of Manhattan. It is a four-storey townhouse with a small garden overlooking the East River. The market is estimated to be tens of millions of dollars. . However, Guterres found that according to the agreement signed between the United Nations and the United States where the headquarters is located, "selling a house" is beyond the scope of the Secretary-General.
