speaking chinese and growing up in a chinese environment doesn't make you ethnictically chinese. The only way you can be considered chinese is to be a chinese national and then in some odd way you can be "chinese".
There's nothing odd about them they grew up in a chinese speaking environment so they speak the language if a chinese grew up in say papau new guinea and spoke their language can you say he's proud to be a papuan?
