周日，委内瑞拉总统马杜罗亲自指挥了一次大规模的军事演习，以纪念安戈斯图拉国会召开200周年。

在这次大演习中，马杜罗还参观了防空部队的装备，从视频中显示委内瑞拉军队拥有中国的JY-11B型反隐身相控阵雷达，并将该雷达与俄罗斯提供的“山毛榉”野战防空系统结合使用，能够打击侵犯领空的敌机，甚至是隐身飞机。
据报道，2014年，委内瑞拉Veximca进出口公司和中国电子进出口总公司签订了26部雷达和11个控制站的供应合同。而此前委内瑞拉已经装备有中国制造的10部机动式远程探测雷达，包括7部JY-11B雷达和3部JL-11雷达，全部于2005-2010年交付。

以JY-11B雷达为例，这是一种安装在卡车上的高机动低空三坐标无源相控阵雷达。
根据相关资料，这种雷达具有一定的反隐身能力，主要用于在复杂的现代战争环境中对低空、超低空飞行目标进行预警、探测，为中远程三坐标雷达补盲。JY-11B雷达工作在E/F波段，具有很高的抗干扰性能，最大探测距离为210千米，最大探测高度12000米，展开时间10分钟，操作班组4人。
由于拥有良好的机动性，所以可以配合野战防空系统，实现快速布防，承担应急作战任务。
