帛琉銀行倒閉 賠償存戶竟由台灣埋單

馬英九總統多次宣示不再進行「金錢外交」，但根據友邦帛琉媒體報導，帛琉「太平洋儲蓄銀行（ＰＳＢ）」破產，當地政府徵得我國同意，將一筆約三千萬元台幣的援助剩餘款拿來賠償給存戶，形同「帛琉銀行倒閉，台灣埋單」。

我國存款保險的全額保障措施即將於年底告一段落，未來存保額度將調整為三百萬元，此時卻傳出「帛琉銀行倒閉，台灣埋單」，讓許多民眾傻眼。

外交部表示，此案爆發時造成帛琉社會動盪不安，該國政府以應急為名，希望使用當年的台灣援助款；考量其「用途正當」，我方同意，但沒有另外再撥款，且之後帛琉政府陸續追討欠款，也將支用款再轉回原本計畫的基礎建設。

帛琉主要報社「帛琉地平線報（Palau Horizon）」十二月十三日報導指出，ＰＳＢ在二○○六年十一月宣布破產，共有六百四十一名受害存戶，其中有三百九十八人存款少於五千美金，其餘介於五千美金到二百萬美金不等。

地平線報引述帛琉總統陶瑞賓的話指出，該國政府已於十二月一日起，陸續歸還存款人的存款；截至該報出刊日為止，已有七十九名存款人拿到償還款項，其中一人是台灣籍，其餘為帛琉籍、菲律賓籍和美國籍。

陶瑞賓向媒體表示，帛琉政府償還給存戶的經費，來自「帛琉政府向台灣借貸的剩餘款（The fund for the payout came from the balance of Palau governments loan from Taiwan）」。

報導指出，這筆貸款共剩餘九十五萬五千美元，陶瑞賓並未將剩餘款歸還台灣政府，反而要求台灣同意讓帛琉政府動支結餘款，償還給銀行存戶，而台灣政府也同意陶瑞賓的要求（Toribiong requested the Taiwan government to use it to repay. Taiwan agreed to the request）。

在這筆經費挹注下，帛琉政府以分批支付的方式將錢償還給存戶，優先獲得還款的是低於四千美金的存戶；經過一定的法律程序，存款人就可獲得償還。

If you think we are a Banana Republic, put your money with US, Euro, China, India, Pakistan, Malaysia, Thai banks etc...

Be smart, out your money in a US entity by buying dividend paying stocks. Look up IGD on finance.yahoo.com. You get higher returns and better protection.
