1) His Minister selection process is flawed because if he is choosing the best, they should be able to perform the job.
2) His foresight not very good. If he speaks to the MPs personally, he should be able to assign them Ministers jobs that are suitable.
3) He rather offend the people than his Ministers (That is why he will move the person discreetly, also meaning "slowly" at the expense of the people's suffering)
4) He regards his "face" more important than the people he should be serving. (That is why discreetly)
5) As PM, his job is to assign the best people for the best job. If the Minister cannot perform, the PM has failed in his job.
