They are referring to mainstream media. Basically anything that comes out of Singapore Press Holdings or Mediacorp. Occasionally if they get articles that talks bad about the opposition movement from any source, they will also be accused of being part of the 154th. It's from an old Press Freedom ranking a long time ago. SG is now 135th but no one bothered to make the update

154 is refer to Singapore Media(Press& Meidacock) because few year ago it rank 154th Media/Press freedom world ranking.
Now I thing the ranking around 130~140th(bottom 30% of the world ranking). Worst than Indonesia/Malaysia.
