大選將近，竟然也能吸引偷渡客，一名來自新疆的男子，聲稱嚮往台灣總統選舉，想感受滿街旗海飄揚的感覺，因此用了廢棄保麗龍跟竹竿，自製船筏，划了7個小時抵達金門，只是還沒往台灣出發，就被海巡署人員逮個正著。
花了7個小時，好不容易上岸，但就被海巡隊人員逮個正著，戴著眼鏡，看來斯文的男子，他來自新疆，用廢棄的保麗龍加竹竿做成船筏，說是想感受台灣總統大選，再辛苦都要來。
新疆偷渡客郭智勇：「只有推翻民主共和理論，才能擺脫美國的殖民統治，我是第一個發明人權聯合制的，也就是推翻了民主共和理論。」
自稱要來宣揚自創的政治理論，這名偷渡客還理直氣壯，認為跨海來自己的國家，哪算是偷渡。郭智勇：「台灣和大陸是不是都屬於中華民國，既然是一個國家，那我這樣算是偷渡嗎，請問你們台灣有人權嗎？」
氣憤自己人權被忽略，還說他對政治真的很有興趣，很想感受滿街旗海標揚的壯觀景象，但多次想申請來台，都遭到拒絕，這回自製船筏，先從新疆到廈門，再從廈門划到金門，遠從3千多公里而來，以為終於能如願以償，親近台灣的政治人物，但還是得被依法遣送。
