Workers dice with death along ECP at Marina

I AM writing to bring to the attention of the authorities the lack of road safety by some users.
Yesterday at about 6.15am, I was driving along East Coast Parkway (ECP) towards HarbourFront. I had just taken my father to the airport and was returning home.
On the expressway, as I was passing the Marina Bay Sands worksite, I saw two foreign workers dash across the road. They were wearing boots and carrying haversacks. My guess is that they worked at Marina Bay Sands, and they must have been crossing the road to get to work.
The workers had no awareness of oncoming traffic as they waited to cross the road. One managed to dash across while the other had to wait because of heavy oncoming traffic.
This may not be typical behaviour of all workers, but still, I would like the authorities to address this issue, which would have serious consequences once a life is lost.
The speed limit on the ECP along that stretch is 80kmh. At that speed, drivers may not be able to brake in time to avoid hitting one of these workers.
