A token opposition is only decided by the voters, not the PAP. If only Potong Pasir and Hougang voters have the balls to live under an opposition MP, the opposition will only have 2 out of 80+ seats and become token.

Nobody will be convinced that Singapore is a democracy whether we have 80 PAP MPs, or 79 PAP MPs and one miserable guy not from PAP. It's like saying you are a rich country because you have 1 rich guy for every 99 poor guys instead of all poor. Such a token number makes no difference in PAP's efforts to sell Singapore as a democracy.

So Japan also was not a democracy for a long tiem since it was dominated by one party.
