General Elections must surely be around the corner when carrots are hung out that offer to subsidise a major part of renovation works INSIDE the homes of HDB lessees.
The letter offered an “Home Improvement Programme” from the ‘Thomson Citizen Consultative Committee’ to the residents of Shun Fu – which is basically a “comprehensive approach in the common maintenance works in ageing flats, such as ceiling leaks and spalling concrete”.
It further added that it consist of 2 parts. An Essential Improvement part that include replacement of waste pipes and repair of spalling concrete; and an Optional Improvements part that consist toilet/bathroom upgrading and replacement of entrance doors – “which residents may opt out of”.
It state that “the Government will FULLY FUND the cost of Essential Improvements for citizen households, and will subsidise eligible households 87.5 per cent to 95 per cent of the Optional Improvement costs.”
The letter finally state that the programme will require “75 per cent of the lessees” in the stated neighborhood to agree before the program will take effect – with NO dates mentioned as to when these programs will take place, or if it will take place at all even if the PAP is no longer in power.
This is another evidence of “pork barrel” politics that the PAP proudly claim Singapore does not practise – when comparing its politics with that of the USA – but will shamelessly act in some local forms.
The most interesting part of this letter is that it is written by the Citizens’ Consultative Committee making this offer that the Government will pay for the proposed programme – and that it was not written by the Town Council.
Can the Citizen Consultative Committee act on behalf of the Government in making such an offer ?
If the Citizens’ Consultative Committee is authorised to act on behalf of the Government, is it also representing as an agent of the incumbent Political Party in Government ?
Why should the Citizens’ Consultative Committee or the Government become involved in a lessor-lessee maintenance programme – when the HDB is the lessor ?
Should this programme not come from the HDB maintenance funds that should exist to maintain all HDB units – and the programme to be continued irregardless of which political party form the government of the day ?
With the required “75 per cent of the lessees” to vote for this programme before it is to be implemented, it serves to guarantee a 75 per cent of votes from this precinct to the “Pro Alien Party” – if the residents fall for this bait.
This letter of offer from the Citizens’ Consultative Committee calling the residents of the affect precinct as “LESSEES” clearly confirms again – that HDB owners are not true owners of their HDB homes, but are mere tenant lessees paying huge rental fees for the lease of 99 years – or whatever remaining period that an ownwer will have if purchasing the unit from the re-sale market.
For 45 years, Singaporeans are misled to think that they are the OWNERS of the HDB units – when they are merely tenant-lessees while the HDB is the REAL OWNERS.
The HDB can re-possess the HDB units at any time, and will only need to refund or compensate to the “tenant-lessee” – the values calculated NOT according to prevailing market property values, but based on the values calculated from the remaining lease period of the unit.
As tenant-lessees, does anyone need to be held to ransom by a political party that is determined to perpetuate its own relevance by any under-handed means available ?
It is another bad politics – when the “Home Improvements Programme” is clearly a “misnomer” as it is all about HDB maintenance programme to keep their own properties in good shape, while the PAP capitalize on the situation and used this programme as a political tool to serve its own ends.
