The trauma of the 1967 Arab-Israeli War enabled the PLO to rise as the primary voice of the Palestinian people. Being a terrorist organisation, the PLO triggered fear and resentment among other Arab states. The war also resulted in an exodus of Palestinians who sought refuge in Lebanon and Jordan. In Lebanon, the Palestinian community gradually became an independent entity i.e. the PLO had autonomy in their areas of settlement and growing influence in South Lebanon, leading to the 1982 Israeli invasion. Which other Arab country would want to risk a civil war after accepting large numbers of Palestinians?
