Yes. When soviet collapsed, the west backed yeltsin who sold off state assets cheaply to mostly jewish
Oligarchs who the lived in london or riviera consuming Russian wealth as the expense if the state.
Putin nationalised all those assets back and hence the west hated him for that and started backing separatists in Russia and arming countries bordering it such as ukraine, baltic states, georgia.
