Some govts in the wealthier Middle East countries don't want to accept large numbers of immigrants from politically unstable Muslim neighbours, fearing social and political unrest. The European Union's open borders policy and offers of asylum, become attractive destinations for Muslim refugees. However, this new Japanese PM knows that accepting these people would inevitably lead to unrest in her own country as many extremists are among them.
