Following the signature, there will be a 60-day window for discussion on the pre-Memorandum of Understanding (pre-MoU). Anything can occur from the first day forward, and suspected there will be behind-the-scenes "settlements" made between the parties that are not publicly disclosed will be upheld.
The majority of the US government, key departments, financial sectors, and media outlets have uniformly urged that the uranium be diluted or destroyed before Iran can receive the funds.

MOU is used as if it's a agreement, congress must rectify. And chances are it won't pass.

I believe the primary objective is for the U.S. to eliminate Iran's enriched uranium; only once that is achieved can the U.S. and Israel launch a full-scale military strike. Any pre-MoU, ceasefire, or reparation agreement is merely a bait.
