I accept his reason though he disappoints many would be supporters by not contesting.

It a tactical move to keep pap guessing and disrupt their deployment plan. And in a way it also raise PSP profile this GE.
 
He is better off running as president later on. Unless they change the rules again.
The high figure for running companies etc can only be filled by civil servants or
CEOs of GLCs.
