Dumbo, US has reason to have the rank specialist--to distinguish the college level soldiers from the corporals. Extending to E9 is common in most NATO armed forces.

One of my buddy was a SWO. After the conversion, he became ME5, which is equivalent to a MAJ rank. Some of the officers with ranks of LTA / CPT has to address him "Sir" now. He is enjoying every bit of it!
