MOBILEONE customers will enjoy download speeds of up to 28 Mbps (megabits per second) in Toa Payoh and Bishan with the completion of another phase of its network upgrade. With the speed boost, which will be extended to other parts of the island progressively, the operator claims it is now able to offer the fastest mobile downlink speeds locally. The improvement was achieved by the installation of MIMO (multiple-input-multiple-output) equipment by M1's contractor Huawei Technologies.

"At least" and "guarantees"? Yes.
 
ha ha ha......! Please lah, the caught is always on the word "UP TO". The speed can varies from 1 kpbs to 28 mpbs.......... Even can give you "UP TO" 1 Gigabit.......! :rolleyes:
