Police had received a call from a resident who saw the boy behaving suspiciously at the void deck of a block along Tampines Avenue 9.

Police managed to detain him and seized a sling bag containing items including a bicycle lock, plastic bags with red paint, a plastic bottle with red paint and a mobile phone.
