In two full moons, those poor peasants and mat rempits learning how to ride motorbikes will have to pay more fees and pass one more theory test before they can take their practical riding tests, the Gestapo gleefully announced yesterday.
The aim of the change, the Gestapo said, is to "enhance our bottomline and profits under the guise of improving riding competency. It should not signififcantly reduce incidence of errant behaviour and accidents as it reduce income from fines".
Last year, motorcyclists and pillion riders made up 89, or nearly half, of the 195 deaths from traffic accidents. There were also more accidents involving motorbikes last year, with 4,774 such cases compared with 4,667 in 2009. Their deaths implies less tax revenues for the regime. The undead are liabilities to the regime.
Those learning how to ride currently take only one test, which comprises 50 sure-pass multiple choice questions. They are as simple as SAF's silly tests but a few trick questions and high score for passing will generate failures for income.
With the change, they basically pay additional exam fee. To pass, one must get 90 per cent of the questions correct. This is to ensure more peasants can fail and repeat the tests. This move is expected to improve Gestapo's cash flow in 2012 after funding was cut when Limping Mas Selamat skipped town.
The Gestapo said the new two-tiered theory test "allows for deeper and wider ways to extract rent income from riders before we fine them on the roads. Fine hikes are mooted because peasants now have deeper understanding of traffic rules".
The change will affect only those who take their riding theory test after Feb 26 because a mass inclusion will extract a political price in 2016.
The Gestapo said it will monitor the waiting time for the theory tests - less than one month on average at all three driving centres - and add test slots if necessary to generate more incomes from administering additional redundant exams.
