Official signing of landmark agreement marks 'win-win' situation, says Foreign Affairs Minister Shanmugam

PUTRAJAYA - Four days ahead of the historic handover, Malaysia and Singapore have officially sealed the Points of Agreement (POA) on Malayan railway land in Singapore.
At a signing ceremony yesterday in Putrajaya, Malaysia officially marked an end to year-long negotiations on implementation details that began after the landmark agreement by both country's Prime Ministers in May last year.
And both countries affirmed a new era in bilateral cooperation, which includes the development of a rapid transit system linking Woodlands to Johor Baru as well as iconic wellness projects in southern Malaysia.
Indeed, hours after the ink dried, Temasek Holdings and Khazanah Nasional Berhad announced the official set-up of the joint ventures that will develop the four land parcels in Marina South and two in Ophir-Rochor here as well as two projects, for a start, in Iskandar Malaysia.
The mood was jovial when Singapore's Foreign Affairs Minister K Shanmugam and Malaysia's Minister in the Prime Minister's Office Nor Mohamed Yakcop signed the written instrument of the POA.
Mr Nor Mohamed told the media: "It's a very happy day. It's a new beginning for us in cooperation, in attracting investment. It's excellent for both countries ... Certainly, not only Iskandar will do well but the whole of Malaysia will do well because of a confidence factor in attracting foreign investment."
His counterpart agreed. "It really takes the relationship to a different level. It's win-win for both countries and promises much more. In every sense, it's a historic moment," said Mr Shanmugam.
Since May last year, Singapore's investments in the southern economic region of Iskandar has tripled to over US$1.2 billion (S$1.5 billion).
Speaking about the developments that will come next under Temasek and Khazanah, Mr Shanmugam said: "This is a very substantial commitment; this the first 215 acres (in Iskandar). Also, don't forget the projects in Singapore, which is going to be in billions - it's a very significant start."
Khazanah and Temasek will jointly consider potential developments in Iskandar of up to 500 acres in total.
Meanwhile, both countries are working toward resolving their differences over development charges of the land in Singapore to the Permanent Court of Arbitration.
Separately, as a gesture of goodwill, Singapore will be handing over waterworks to Malaysia free of charge, and in good working order, on Aug 31 when the 1961 agreement expires.
A ceremony will be held to mark the event amid improving bilateral relations.
In a joint statement, Prime Minister Lee Hsien Loong and Malaysian Prime Minister Najib Razak expressed "appreciation and satisfaction on the work done" by ministers and officials in achieving yesterday's "historic breakthrough".
The two leaders said: "The resolution of the POA would pave the way for the two countries to explore new areas of cooperation."
