按照特朗普的说法，如果在11月5日之后还有国家从伊朗购买石油，那么就会被美国制裁。
然而，在10月30日的时候，中国和印度明确表态：中国和印度将无视美国的制裁，继续从伊朗购买石油。
前两天的文中我们给大家分析了，如果没有中国政府的配合，那么中国有无数种方法避开美国的制裁，继续购买伊朗的石油。
比如，让外国的能源企业购买伊朗的石油，然后转卖给中国；成立皮包公司，直接购买伊朗的石油；不通过银行结算，开展现金交易；伊朗石油加入人民币计价的石油期货等。
事实上，我们在前两天的文中也给大家分析了，中国已经从美国制裁伊朗的事件中获得了很多的好处。

法国道达尔公司害怕美国制裁从伊朗撤出了，中国石油为何敢接手？难道中国石油不怕美国的制裁？
这个问题是很多人在留言中的提到的问题，当时我没有想到大家对这个问题有这么大的疑惑，所有我们先给大家回答这个问题。
首先我们要说明的是：
美国是这个世界上最强大的国家，美国是唯一的超级大国，美国也确实拥有美元霸权，但是美国不是这个地球的主人。所以，即使美国制裁一个国家，那么也需要理由，否则它将失去道义，会让自己孤立于世界，直至最终失去超级大国的地位。
可以说，
伊朗和美国有矛盾，但是那个只是伊朗和美国之间的矛盾，你美国怎么制裁伊朗都没有关系，但是伊朗并没有违背国际法，所以美国没有理由要求世界上其它国家跟着美国制裁伊朗，包括中国。
美国和伊朗之间有龌龊，那是他们之间的事情，和我们中国的企业无关，中国石油接手法国道达尔公司的股权并不违背国际法。
或许有人会问：既然不违背国际法，法国道达尔公司为何要从伊朗撤出呢？
这个问题就涉及到美国的制裁方式了。
美国的经济制裁主要包括两个方面：
第一，国内制裁；
第二，国际制裁。
所谓的“国内制裁”就是指任何在美国的外国企业或公司必须遵守美国的法律（就像任何在中国的外国企业必须遵守中国的法律一样），如果违背美国的法律，那么就会被美国制裁，包括冻结其在美国的业务和资产。
法国的道达尔公司是一个世界性能源公司，是全世界第四大石油及天然气公司，业务遍及120余国家，
道达尔在美国的资产高达100亿美元，90%的金融业务依赖美国银行，所以如果美国对道达尔公司进行制裁，那么道达尔公司在美国的市场就会受到极大的影响。
中国石油也是一个世界性的大公司，在中东、非洲、拉美等地区也有很多的业务，但是在美国并没有什么业务。
原本，中国石油还能从美国进口一点石油，但是由于美国发动和中国的贸易战，现在中国从美国进口石油和天然气的业务已经完全中断，所以中国石油接手道达尔公司的股权，美国根据“国内法”根本制裁不到中国石油。
所谓的“国际制裁”就是指任何违背国际法的国家，那么将会被全世界经济制裁。那时，经过联合国授权，美国就可以对任何和违背国际法的国家进行经济制裁。比如冻结任何和伊朗做生意的企业的美元结算业务、冻结其在美国和世界的资产。
上世纪50年代，伊朗开始了核能源开发活动，所以联合国
安理会通过"史上最严厉"制裁伊朗方案。
注意，在这个过程中，中国被迫投了赞成票，这个是没有办法的事情，因为那个时候伊朗确实在研究核武器。
美国为何能够制裁中兴啊？
就是因为中兴公司在伊朗违背国际法的时候还在和伊朗做生意。
做生意也就罢了，但是偏偏被美国发现了，所以中兴被制裁其实只能怪自己的保密工作做的不好。
但是，
在2015年7月20日，联合国安理会通过决议，伊朗承诺放弃核武器的研究，世界也同意解除对伊朗的制裁。
直到今天，伊朗一直在遵守承诺，没有继续开展核武器的研究，所以美国没有任何理由要求国际上经济制裁伊朗，除非再经过联合国安理会投票决议——那个显然不可能得到通过的，因为伊朗并没有违背国际法，所以中国和俄罗斯一定会投反对票的。
也就是说：
如果美国要对伊朗进行经济制裁，那么只能通过国内法制裁伊朗，并不能通过国际法制裁伊朗。世界各国在美国做生意，那么要遵守美国的法律，如果在美国没有生意，那么则没有必要遵守美国的国内法，美国也没有理由对相关公司进行国际制裁。
这就是我们经常在新闻里看到的一句话：
中方反对有关国家依据自己的国内法对其他国家进行所谓的“长臂管辖”。
我相信分析到这，大家就会彻底明白法国道达尔公司为什么要退出伊朗，中国石油为什么敢接下道达尔公司的股份了。
其根本原因是：
法国道达尔公司在美国有很多业务，如果和伊朗有生意，那么在美国的业务将受到重大的影响，中国石油在美国没有业务，所以即使和伊朗做生意，也不会受到什么影响，美国并没有理由对中国石油进行国际制裁。
那么，既然如此，中国石油和中国石化为何暂停11月份从伊朗进口石油呢？
理由很简单：防止特朗普这个疯子“狗急跳墙”。
要是美国真TMD丧失理智了，利用美元霸权对中国石油和中国石化进行国际制裁，冻结其美元结算业务，那么中国将无法从沙特等国家进口石油，那不就操蛋了？
所以，中国石油和中国石化还是暂时避下风头，反正有很多种方法从伊朗进口石油。
当然了，要是美国真那么做了，那么美元霸权也到尽头了，世界上任何国家将不再敢利用美元交易——否则随时都可能被美国经济制裁。
我们必须承认，到目前为止，美元的信用还是可以的，美国并没有利用美元霸权对任何一个未违背国际法的国家进行国际制裁——比如欧美对俄罗斯进行了经济制裁，但是中国就继续和俄罗斯在做生意。
伊朗没有违背国际法，所以中国和印度说继续从伊朗购买石油是没有任何问题的，美国也没有办法利用国际法制裁中国和印度，而11月5日的最后期限就要到了，如果美国无法阻止中国和印度进口石油，那么会对美国的国际声誉有很大的影响。
所以，我们今天看到一则新闻：
据美联社2日报道，美国国务卿蓬佩奥当天宣布，美国将给予8个国家伊朗制裁豁免权，允许他们继续进口伊朗石油。
彭博社援引两名熟悉中美谈判的消息人士的话称，已经确定的4个国家是中国、印度、日本和韩国，其他4个国家是谁尚不清楚。
其实说白了：美国只是给自己一个台阶下，即使美国不豁免中国、印度，那么中国和印度也会继续从伊朗购买石油，美国并没有办法，那时只会打自己的脸。
从这件事我们又可以看出，任何跟着美国混的国家都不会有什么好处！
法国跟着美国混，丢掉了伊朗气田的绝对控股权；日韩跟着美国混，停止了从伊朗购买廉价油气的业务，即使再回去了，伊朗能不能给它们低价也得另说。
这也说明，美帝看似强大，但是确实是一只“纸老虎”。
