Singapore has some seriously good English speakers

The Test of English as a Foreign Language, Toefl, is widely used to gauge levels of English proficiency. In Asia, Singaporeans, as a group, scored the highest in 2013, followed by Indians, Pakistanis, Filipinos and Malaysians among 31 countries and regions. China fell from ninth in 2007 to 20th because of declines in reading, listening and writing. Japan, one of Asia's leading economies, was among the region's bottom dwellers with Cambodia, Laos and other countries.

i went to take the test last december, scored a 66, i did very well in the writing section.:o

Surprised, not to include Taiwan
 
Scores for Singapore have dropped across the board for all categories, consistent with our observations on the influx of immigrants from non native English speaking countries. Listening skills have improved, thanks largely to the cacophony of different accents on this tiny spit of sand.
 
Walau Aye! Compare with non English speaking countries of course win lah!

Try to compare with Angmos speaking countries?
