I think its common in europe. Even showers are shared. That way no discrimination and segregation. Transvestites can use no problem.

My first ever such experience was as a school boy , was competing the International school , guess in Football ...after the game we entered their toilet and found tall lanky white girls sharing the same toilet ,,,it was indeed truly a cultural shock
