SINGAPORE - Mr Chiang Chie Foo, 56, Permanent Secretary (Defence), will retire from the Administrative Service on September 1 after 32 years of service in the public sector.

Post retirement, Mr Chiang will continue to contribute to the public sector as Chairman, Central Provident Fund Board.

Mr Chan Yeng Kit, 48, who became Permanent Secretary (Defence Development) last year, will be re-designated Permanent Secretary (Defence) on the same date.

Mr Chiang Chie Foo

Mr Chiang Chie Foo joined the Administrative Service in 1981. He held several key appointments in the public sector in the areas of security, education and defence, including being Director, Internal Security Department and Principal Private Secretary (PPS) to the First Deputy Prime Minister Goh Chok Tong (and later as PPS to the Prime Minister when Mr Goh became the PM).

Mr Chiang was appointed Second Permanent Secretary (Education) in 1997 and then PS (Education) from 1999 to 2004. He improved the quality of education by investing in the career development and recognition for teachers, and better infrastructure for schools. He also restructured the National Institute of Education and the Junior College system. When Mr Chiang was PS (Prime Minister's Office) from 2005 to 2011, he led several national committees and played an important role in developing population policies and engaging overseas Singaporeans.

Mr Chiang has been PS (Defence) since 2004 and has ensured that MINDEF and the SAF remain capable and operationally ready. He established an integrated approach to defence planning and spearheaded a strategic framework for the transformation to a Third Generation SAF. He also guided changes in the uniformed schemes of service which placed MINDEF and the SAF in a strong position to continue to recruit and retain talent. Mr Chiang has also made significant contributions towards strengthening bilateral defence ties with countries within our region and around the world.

Mr Chiang was awarded the Public Administration Medal (Gold) in 1997 and the Meritorious Service Medal in 2007 for his significant contributions to the Public Service.

Mr Chan Yeng Kit

Mr Chan joined the Administrative Service in 1989. He served in various capacities in the Public Service Division, Ministry of Trade and Industry, Ministry of Defence and Ministry of Education. Mr Chan was on secondment to the NTUC from 1991 to 1993 and to the Suzhou Industrial Township Development from 1993 to 1994. He was appointed Chief Executive Officer, InfoComm Development Authority of Singapore in 2005 and Permanent Secretary (Information, Communications and the Arts) in 2008.

After retirement, he gets his cushy pension of at least $500k and still receives a cushy salary for his role in CPF! This is how PAP takes care of its supporters in the civil service.

This is the guy who brought in the millions of Ah Tiongs, Pinoy and Subras. They should visit him and set up altars outside his house to worship and give thanks to him. Please post his address if you know.

Yup. This guy will go on the honour roll of selling out Singaporeans.

Wah lau eh. My guesstimation of how much a scholar cost taxpayer is understated then; I figure it would cost us $68 million from the award of the scholarship till they die.

It pension is $2.5 - 3 million, darn they will be $100 million man! Gosh, we are being conned big time by the PAP!!!!!

A DAC gets about 1 million in the mid 90s. DACs should be Superscale F or G. Chie Foo's much much higher in the superscale ladder. And was on superscale much much younger compared to the lau chiaos who got DAC in their 50s.

Damn him ...he gave us 2.3 million foreigners, indirectly responsible for the meteoric rise in price of HDB flats, the congestion in MRT and he gets to live as a millionaire till he dies.
Where is justice????? The only way we, taxpayers, can recoup some money is when he dies early.

Does he get more than a MG or LG "retiring" from the SAF

GD know anything about him when he was in ISD

Hahahahahaa................. Of course I do! When he was Dir ISD, Peter Ong and Benny Lim were his DDs. One was made Hd Civil Service and the other PS PMO. Not too sure if Chie Foo feels proud to have been overtaken and overshadowed by his previous 2 deputies. Engineer-trained and OMS, I believe.

These are the $100-million men ...and they are still earning salaries from government or GLC companies. What bloody sacrifices have they made for the country?????

The identity of ISD's director is not conspicuously made known to the public, until he relinquishes the post. Many of ISD's former directors went on to take up higher offices, including:
S R Nathan, who became the sixth President of Singapore

Ex-ISD or ex-SID directors
Eddie Teo, currently chairman of the Public Service Commission
Lim Chye Heng (acting)[2]
Tjong Yik Min[3]
Chiang Chie Foo, currently Permanent Secretary for Defence
Benny Lim Siang Hoe, currently Permanent Secretary for National Development
Pang Kin Keong,[4] currently Permanent Secretary for Transport
