The reasons for WP to mismanage its town council computer system

1. Without calling for a tender on managing its computer system

A new managing agent has been appointed by the Aljunied-Hougang Town Council (AHTC), without calling for a tender.

At least, PAP did make some wayang effort to call for tender for managing their computer system. Vichy WP did not even bother to call for any tender.

2. Short period for managing agent to develop the computer system

The town council's chairman, Sylvia Lim, who is also MP for Aljunied GRC, said in a statement that it has appointed FM Solutions and Services Pte Ltd (FMSS) as its managing agent from 15 July, for a period of one year.

The one-year contract signed with FMSS is shorter than the three-year contract typically made in the industry.

For such a short term contract, the managing agent would not be fully committed in helping Vichy WP to develop their computer system.

3. Taking a risk in appointing a new rookie company to manage the town council

FMSS, which currently has 73 staff, is a company incorporated in Singapore in May this year…

1st, WP were given the deadline of handing over of old Town Council to new Town Council, not one of changing of management agent

2nd, if they were so press for time, wouldn’t it make more sense to continue using the existing agent

3rd, instead of having the sense of extending the contract of the existing agent until such a time that they are able to change them via a proper tender, they decided to terminate them early

4th, if they timeline is so tight, why is there a pressing need to upgrade the computers and accounting system. Can’t they wait until AFTER the handover to change them?

Last but not least, despite claiming that the new agent FM Solutions and Services Pte Ltd had absolutely no relations to WP, one of FM Solutions shareholder How Weng Fan, was a secretary of the former Hougang Town Council

Putting that aside, the article clearly stated that the contract is for 1 year. Since it started on 15th July 2011, their 1 year is up. I have not seen AHTC requesting any tender for changing/renewal of management agent.

1. Had Vichy WP called for a new tender in managing the town?

2. Did Vichy WP hire or sack the original Aljunied town council staffs? Would it disrupt the running of the town council?

Brother skponggol,I do not know,what I read is Chandra and Chew,formed a $2 company and took all the job of PAP town councils,until WP took one GRC,then they did not really want to co-operate ,pretend to say,OK,we help you but did nothing,I used to play this game when some fuckers was eyeing my job in an MNC,but then again i know Chandra and Chew for a long time from the nespapers,did they really did it?it must be some kind of conspiracy as I also played that game when I was working for Ang Moh,fuckers all.cheers,God bless

Yeah,must be some kind of fraudulent scheme to enrich AIM and conspiracy to sabotage opposition Town Council.This is call killing 2 birds with 1 stone.Brilliant plan.But they forget the chinese proverb "One mountain is high,there is always a higher mountain."
