Deputy Home Minister Datuk Nur Jazlan Mohamed said he was perplexed as to why the Canadian authorities did not rehabilitate serial rapist Selva Kumar Subbiah when he was within their system.
“I don’t understand why Canada did not rehabilitate him and (instead) treated him as a normal prisoner in jail and say he is mentally dangerous," he said, while referring to the 56-year-old who is being deported back to Malaysia tomorrow. Selva Kumar, who completed his full term of 24-years in prison recently, had been deemed a “total, classic psychopath" by Brian Thomson, a retired Toronto police officer who served in its sexual assault squad.
Nur Jazlan had also drawn on the Canadian authorities' report that Selva Kumar was likely to commit the offence again and could cause death or serious harm to another person.
They believed he would continue to struggle in the areas of victim empathy, remorse and in his inability to take full responsibility for his personal choices, resulting in his lack of mitigation in risk.
Nur Jazlan, who responded to NST via messaging app, WhatsApp, further pointed out that in Malaysia, Selva Kumar was considered a free man with no criminal record.
“He is a free man. He has no criminal record here (Malaysia). Give him a chance to reunite with his family and live in peace. He knows the public and police are watching him.”
Selva Kumar was convicted of 19 counts of sexual assault, 28 counts of administering drug or noxious substance, 10 counts of various assaults and a dozen other charges in 1992. He had assaulted two dozen women in Toronto and had assumed various identities including that of a modelling agent, movie talent scout, professional dancer, lawyer and diplomat. He was said to have drugged women with a drink, before undressing and raping his unconscious victims and then taking photos of their nude bodies. On Jan 30, Selva Kumar was ordered to be deported to Malaysia by the Immigration and Refugee Board of Canada.
