National Environment Agency formed on 1 July 2002, is a statutory board under the Ministry of the Environment and Water Resources in Singapore.

As a statutory board, it gives NEA greater administrative autonomy to be more nimble in the protection of the environment. Similar to the United States Environmental Protection Agency, NEA aims to protect air, land and water resources in Singapore as well as ensure high standards of public health through providing excellent environmental and meteorological services, and promoting awareness and ownership among the people, private and public (3P) sectors.

Since then NEA has repeatedly failed in its duties and also involved in various political controversies with the worker’s party, Singapore’s major opposition party in parliament. It has been widely suspected that the NEA had been been politically motivated in their dealing with this case as noted by the Worker’s party.

To add insult to injury, the National Environment Agency (NEA) in charge of measuring the amount of pollutants in the air have been accused of “smoking” Singaporeans. It has also been widely criticized for its mis-management of the worst haze episode to hit Singapore in recent times.

As at today (13 Aug), 14,363 cases of dengue have already been reported since the beginning of this year. At present, there are 42 active dengue clusters in Singapore. On 25 June, there were 11,217 cases. In 49 days since 25 June, there has been an increase of 3,146 cases.

In any first world country, such serious epidemics and situations will be followed by declaration of a state of emergency but NEA refuses to declare a state of emergency. In any other first world country, such failures will be met with public anger and resignation of those responsible and in authority. But in uniquely Singapore, it does not happen. Why?

NEA being a statutory body is funded by taxpayer’s money and as such should be diligent and efficient in its course of duty in protecting the public. But in reality it has turned out to be a dud organization which is incapable of achieving its Key performance indicators. As with many other public bodies in Singapore, transparency, accountability and sense of duty seems to be lacking. It is a by-product of Singapore’s elitism centered on narrow meritocracy and selfishness.

With such organizations around run by highly paid scholars, they had undermined public confidence or convey the impression that standards have slackened over time and brings int question the real value of the public service inn Singapore.

The public expects officers and leaders of the Public Service to uphold the “core values of integrity, service and excellence, and to imbue these values in their officers”.

To think that millions of families and lives depend on such organizations, it is just absurd.
