The idea is to save energy. So if it's effective, does that mean we pay less in conservancy charges ?

As I understand, the energy from the solar panels is used to power the elevators. And a high-rise building, elevators are the main guzzlers.

Not even enough to power the elevators from rooftop. Panels. Maybe just supply Power to the grid during daytime peak.
