Hard to say. Which organization will publicly say that selection is based on insider lobbying and how political winds blow? US and Europe are economic cripples while Asia led by China are lobbying hard for a representative. I suspect the Anglos are reluctant to officially recognize the ascendency of China so might settle on a compromise. An Asian rep from a meaningless country. In this case, Tharman stands a strong chance. But must see LHL got the self-confidence to champion Tharman for the role.
