Dr Teo Ho Pin, the coordinating Chairman of 14 PAP Town Councils (TCs), earlier explained why the TCs decided to sell their software to AIM through an open tender and then lease it back from AIM (‘Dr Teo Ho Pin’s latest statement on AIM‘).
In his statement, Dr Teo said the main issue was the software was “becoming obsolete and unmaintainable”. One of the components of the software is the Oracle Financial 11 platform. He said that Oracle would soon phase out and discontinue support for its Financial 11 platform.

Thanks to a reader who has forwarded this information to us (‘TCs System becoming obsolete and unmaintainable???‘), Oracle actually has a policy to give lifetime support to its customers, regardless of the versions of software they purchased from Oracle. In other words, Oracle won’t just “phase out” its software with no support, leaving customers in a lurch. Hence, Dr Teo’s statement that Oracle would “discontinue support to its Financial 11 platform” is simply not true.

It says here on Oracle’s website [Link]:
The Lifetime Support Policy provides access to technical experts for as long as you license your Oracle Financial Services products and consists of three support stages: Premier Support, Extended Support, and Sustaining Support. It delivers maximum value by providing you with rights to major product releases enabling you to take full advantage of technology and product enhancements. Your technology and your business keep moving forward together.


Premier Support provides a standard five-year support. You can extend support for an additional three years with Extended Support for specific releases or receive indefinite technical support with Sustaining Support.
So, even if one does not want to pay for any more upgrades of the software, one can still get “Sustaining Support” from Oracle:

Sustaining Support puts you in control of your upgrade strategy. When Premier Support expires, if you choose not to purchase Extended Support, or when Extended Support expires, Sustaining Support will be available for as long as you license your Oracle Financial Services products. With Sustaining Support, you receive technical support, including access to our online support tools, knowledge bases, and technical support experts. You benefit from:

  • Major product and technology releases
  • Technical support
  • Access to iSupport and the Oracle Daybreak Online Support Portal
  • Fixes created during the Premier Support stage
  • Critical patch updates and upgrade scripts or tools created during the Premier Support stage

Hence, there is no reason not to continue to use an older version of the software as long as it is meeting one’s needs.

Remember that TCs were only licensed by Oracle for the right to use their software, the IP rights still rest with Oracle, not TCs. So how could TCs sell the asset to AIM? Someone may want to check with Oracle Singapore on this.

But oracle dare not consult the "mayans" who will read there own "oracle" for they will tell them that ORACLE will end not on 21.12.12 but immediately, if they tangle with the "lightning gods"...you think, they dare speak on this, on the AIM case??
