High pay is also good. It also pave the way for openly paying high ranking civil Servant to be more weary of voting for opposition, lest they vote away their high paying job.

You are right. High pay is not the issue here. INCOMPETENCE is the real issue.

Because they feel that the civil servants are highly paid BECAUSE they are good (not because they are
attracted by the high pay) they leave the details and the mundane to those below them. The fiascos at
operational level and fiscal level (think of the AGO reports every year) tells us that this is SINKapore.
