No. Except if instigated by the US. Such as iran- Iraq War. Which US promised to back Iraq but renegade causing Saddam to spend billion of his own money. To get that money back, he said invaded Kuwait. And later, US invaded Iraq for trumped up charges of having weapons of mass destruction.

There was no reason for Iran to mess with Saddam. It was Saddam, under US enticement , that attacked Iran. But eventually US backed off leaving Iraq by themselves in a stalemate.
