Spouse relief is worth $166.66 per month?

Anybody can enlighten Spouse Relief for Income Tax? It's stated that a tax-payer can claim $2000 per year for Spouse Relief (usually for Wife), which works out to be $166.66 per month.

Does it mean that technically the wife should be given $166 for her monthly expenditure (pocket money)? I think a JC or Poly student get more pocket money than that.

Any tax experts there care to enlighten this aspect to give it more credibility and respectability how it is derived or calculated?
 
my maths and tax is very lousy, but i think the actual cash-tax benefit from this spouse (wife) relief is much lesser if :

A. you correctly use your applicable top tax rate multiplies by $166 per month.

B. Divide answer in A. by 4 in 1 if you got 4 legal wivies.
