Professor, former judge, top civil servants live firing all over the place and their top quaility scholar sperm must not to be wasted.

Just legit all these out of wedlock babies and give same bonuses and suddenly ferlitity will boom.

I am a lowly paid idiot, also can solve the problem, don't need the gazillion dollar ministers to white paper here brown paper there toilet paper everywhere lah.

Just legalise polygamy. You will see population start growing again. Forced monogamy by law is a western concept which has no root in the East.
