Given that it is a well-known fact, I believe, that retired SAF officers are given senior jobs at SMRT (presumably because they have the experience of managing large and complex organisations), I’m surprised that foreign experts recommended the following “fairly common sense and not rocket science” command and control procedures...

trained and regimented in strict guidelines, unfortunately, these paper generals have lost the balls to push common sense solutions.

as many a times, these cannot be :
a) explained in management papers
b) be quantified in dollars n cents


reminds me of the story regarding the US scientist spent billions of dollars to invent a pen that can write on plastic and upside down so that they can be used in space. Russans simply used the pencil.
