Dear Mr Lui Tuck Yew,
I can’t believe YOU are actually resorting to using ‘marketing stats’ to spin an excuse! What’s worse, it’s not even scientific!
How did YOU determine 500 affected passengers? Those onboard the train? What about those waiting for the train, those who plan to take the train, those who were delayed along the entire line? What if it happens during peak period? All these are variables.
What about an estimate cost to the economy & opportunity cost due to frequent breakdown? This, from a regulator standpoint is how you build a business case on behalf of the public transport user. But when one chooses to use total number of passenger trip and the number seems minuscule, one is trying to justify business case on behalf of the public transport operator. So is he representing the user or the operator?
–Mr Lui, you should know better!
Would the impact of operational downtime of your Navy ships be calculated based on the number of crews In each ship?
Service availability should be calculated based on downtime/total service time, in this case 45min/18x60min=4.16% not 0.02%!!!
Another method of calculation should be based on total number of disruption / total number of train trips per day per line. I’m sure the % will be even higher!
May I suggest to use a ratio of train vs no. of trips per day instead? Increase the no. of train and the rate of utilization per train will drop = less train problem.
If the rate of replacing have the tracks and supporting systems replacement has increased accordingly over the years perhaps the rate of disruption will be far more remote?
If disruption is acceptable conclusion, why didn’t anyone said that earlier? Perhaps the studies has shown that the truth is years of under-maintenance and under-planning is now hatching into a big monster that is going to cost too much money and time to replace at a stretch? Therefore YOU are now resorting to a such kind PR damage control to soften the blow?
How did we end up in this state?
