Can prison term really rehab convicts? Or is prison meant to further degrade them to become animals?

If wardens were more watchful, could this have happened?

Prison supposed to have tight supervision... how can constant battering of 8 days period go unnoticed?
after 5pm, wardens all knock off?

Seriously need a public watchdog to audit them..

Cannot macam in the movies , supervising warden visit and ask if everything ok...
