The police threatens and tortures a suspect to confess in order to press charges but when one confesses publicly, no charge is taken even he stole toothpicks by boxes.

What law are you referring to and why is it funny?

The funniest law is that if you kidnap someone or fire a weapon during a robbery and nobody gets hurt, you will probably still get the death penalty.
Whereas if you get drunk and kill someone with your car or get together with some gang members and whallop someone from another gang until he collapses and die, you probably won't in the latter case and almost certainly won't in the former.

Well, perhaps prevention is better than cure especially in cases where the elites could be involved.

4mer case, polis worked ... latter case, polis no work ...

Former case police worked real hard for the Powers That Be
And in the process the police themselves broke the law
Latter case police looked the other way as ordered by the ….
And in the process police neglected their duty to the public

This is how the Singapore Police works?

None of your business. So what law and what's funny about it?

Of course it's none of my business but it may be of interest to you.
Do you have the guts to do what most Germans don't?
