Ethically, they're guilty of breaking the rice bowls of honest, hardworking folks who already have it tough enough from law enforcement, for no good reason other than for some cruel laughs at the expense of their victims.

Legally, they're guilty of 3 charges : falsely impersonating police officers, theft, and possession of contraband materials in keeping the cigarettes for themselves after each prank.
