Police in the city of Liuzhou in southern China’s Guangxi Zhuang Autonomous Region fined a driver recently after they found 28 kindergarten children being transported in his van, which is manufactured to carry up to 7 people. In order to make money by carrying more people, the driver removed the back seats and replaced them with three wooden long benches. 6 points were deducted from the driver’s license by the police and his van was withheld for further investigation. China has launched a crackdown on overloading problem, especially on school buses, following many severe accidents involving overcrowded vehicles in recent years.

It's sad, but it's a fact of life in the poorer provinces. Guangxi is one of the poorest, if not the poorest, province in all of China, and many bus operators cut corners to make ends meet.
