For the pay first then eat way, customer can reject if they find the quantity absurd.
But the quality is hard to dispute too. I saw a customer returned a poor tasted food to a food court and got rejected becos he already tasted it.
But at least we lock it at a fix cost first before consuming.

For restoran, I always enforce the pay first then eat way. If I spot any scam I will return them and won't pay as I have not consume it.
