The REAL question that he should ask is - does he LOVE his girlfriend truly, & so too she in return, AND NOT based his decision on material goods in the journey of life. The times spent TOGETHERr, thru ups & downs, & ability to overcome such would have to count for something, far more than mistakes made......
Disagreements & quarrels are only common in relationships, as life is no bed of roses daily, often due to money, time spent, etc & even as mundane as who washes the dishes.... Such only causes vulnerabilities, due to misunderstanding that each's need are not met, & sadly, when one is vulnerable, one's sense of comfort becomes a target by devious others.
Fortunately, not all would succumb to such temptations, & probably once or twice in their lifetime unless one is a sexual addict. All it takes for couples on the journey of life together is to give each other some space to cool off, then slowly pick up, discuss openly over issues, in order to proceed.
No Human is perfect & ALL are flawed, Each make mistakes in life - male or female, none spared, in order to learn, to correct & progress, thus EACH mortal deserves 2nd chances & more in life.
Trust lost is not easy to be regained back, but as long as there exists true love, it can be rebuilt again, to look beyond flaws & build a life's journey with a companion than to be alone, & such is priceless, worth far more than a mere BTO flat...
The power of true love will compel a mortal to greater heights than he/she can possibly imagine, or burn one to cinders if poorly managed & by advisements from inconsequential others whom does not live one's life.

My point is - lasting relationships are more important than mere considerations of material goods such as BTO flats. One can apply for BTO homes again & again, but a life partner - someone that had been known for years thru efforts, sacrifices, ups & downs, once gone, it is often forever, as it will not be easy to find another similar & will take time & will to be not lonely....
With or without BTO flats, true love will find a way for shelter & home. It lays upon each partner in the journey of life to cool off, sit down when the time is right, to discuss the future - to be together thru hell or highwater, or to part. No mortal is perfect. When such a decision is made, the journey of life together or apart will be easier to cope with as life is no bed of roses daily.
Another issue the insignificant nobody me wish to add is that - Men with honor will NOT touch another married woman, as it not only destroy another's family, it will destroy the very being of Civilization as the family is the building block of Civilization. There are other women & even brothels to satisfy one's sexual gratification & needs not be upon another's family.
Not even a shoulder to cry on from a vulnerable married woman, as it may lead to circumstances beyond control of the shoulder & tears, to terrible endings for all involved. Help the lady by all means, but draw a line & direct her to national agencies paid by taxpayers to offer impartial help.
Should an affair develop, & found out, it is universal street creed that a husband has the right to bash up the player & the player to never defend himself, as the player had already shamed the husband, thus no need to shame him further. Even the police will look the other way, stop the fight & advice the combatants to seek for civil legal help. The police too, knows honor & hearts are only made of flesh & blood....

What's the big deal about BTO flats? They are inferior to resale flats of older estates, both in aesthetics and functionality.
It's not home ownership... it's a 99-year lease with multiple restrictions.
It's not a key ingredient to a 'happily ever after' monogamous fairy tale relationship. HDB ads are far more misleading than those uniformed groups' recruitment ads or fast food ads showing you a Photoshopped big and juicy burger.
