explosion? or crack and shatter?
An explosion indicates some sort of exothermic / combustion process.
It looks like cracking.
But that's even worse. It means the building itself is not solid and is flexing/shifting.

It's just a case of poor workmanship. Most likely they employed Malaysian workers.

I've always heard rumours of shortcuts in HDB construction. This looks awfully supportive of those rumours.
