馬英九總統將於四月七日至十八日展開「仁誼專案」訪非行程，將訪問布吉納法索、甘比亞、聖多美普林西比、史瓦濟蘭等非洲四友邦，總統夫人周美青將不會隨團出訪。
外交部次長沈斯淳表示，此行在過境方面依單純化原則進行規畫，因此來回都選擇在杜拜停留，只進行技術性加油。
原本我方希望藉過境新加坡，修復台星關係的計畫，因安排未成而作罷。知情人士透露，多年來台星一向友好，我方十分重視兩國關係，未來將持續透過多元管道增進雙方關係，在各層面及議題上加強合作。
沈斯淳昨天在總統府公布馬英九訪非行程規畫，此次出訪專案取「仁愛關懷、鞏固邦誼」之意，定名為「仁誼專案」。馬英九此次訪問，除答謝非洲友邦的熱忱邀請外，用意也在增進相互了解，強化雙邊關係，並實地了解我與非洲友邦的各項合作計畫執行情況。
此行為馬英九上任後首度訪非，參訪重點集中在經濟、醫療協助、農業及教育合作等面向，意在檢視我國駐非工作團隊執行「活路外交」的成果。
沈斯淳說明，馬英九此行將依序訪問布吉納法索、甘比亞、聖多美普林西比、史瓦濟蘭，主要行程包括為甘比亞大學資訊中心揭幕、參訪甘國維多利亞教學醫院、了解協助聖多美普林西比「抗瘧計畫」執行情形、參訪台灣協助建設的聖國國立第二高中、火力發電廠等計畫。
