This is more likely a cover. Singapore is located close to the equator which allows for a lot of good satellite imaging to be done. Remember during the 2004 Aceh Tsunami, it was KDRL that provided the satellite photos for CNN and the world to use. There is a lot of surveillance work done in SGP and quite a bit outsourced here.
