FOUR towns in Singapore have been identified as the "cleanest" towns.

They are Ang Mo Kio-Yio Chu Kang, Bishan-Toa Payoh, Marine Parade and Tanjong Pagar.

This was revealed in the first Town Council Management Report (TCMR) released by the Ministry of National Development (MND).

All 16 towns in Singapore had less than four encounters of litter per block, observed by the inspectors who made their rounds during October last year to March this year.

According to the report from MND, the rate of lift breakdowns were low, with an average of less than one per 10 lift breaking down each month in most towns.

Potong Pasir town, a single-member constituency (SMC), ranked the poorest in terms of maintenance and had the highest failure rate in lift automatic rescue device per month, compared to other constituencies.

Another SMC, Hougang town and Potong Pasir had more than six per cent of total households owing management fees for more than three months.

Both towns had more than 60 per cent of service and conservancy charges (S&CC) amount overdue.

The report is compiled from inspectors who surveyed 16 town councils which manage about 900,000 HDB flats.

It covered four main areas: cleanliness, maintenance, lift performance and service and conservancy charges.

Gay Loong's ward, Old Fart's ward, Woody's ward and Honest Mistake ward got the best. Expected since this is from the Ministry of National Development and we all know who is in charge there .

So what if households there owe conservancy charges there at a higher percentage, it shows at least Chiam and Low have compassion for those who cannot afford to pay it.

In PAP town, those who owed conservancy fee have been hurled to court and let kangaroo boxed left, right and center. Can we then say that PAP ranked the worse Town Council in term of compassion.

How many Town councils are there in Singapore and why kept picking on Opposition wards to make PAP looks like a saint. However, when it came to PAP town councils losing millions in investment, PAP medias kept so tactfully silent about it and did not bother to probe further so as to save PAP two headed faces. Of course Liu Tuck Yiu will claim Singapore main stream media as world class objective reports (for praising him). Such conflict of interest in reporting for PAP is deafening to the ears of many.

Food poisoning is not mosquito borne disease, it directly related to poor health managment and bad hygenie and they won the award.

Its akin to Ho Ching winning Miss Universe.

Potong Pasir : SeeToh will waste another 5 years waiting for the next next election even he is to compete with Lina or Desmond. If SeeToh decides not to compete and sends LKY or GCT, LKY will suffer his 1st and only defeat and up the lorry.

Hougang : Hope Eric Low will be posted to some other GRC if he wants to be MP desperately, but if he don't mind be a grassroot leader and serve the consitiuents, he should compete with LTK and still lost to him. Eric should jump ship to WP and join with Sylvia, maybe can win against the PAP.

The opposition wards dirty? Come come and walk around the area.

Arrears not collected? They are both compassionate MPs with no heart to drag poor folks or threaten them with law suits.

People who stay in potong Pasir or Hougang are not beggars, we are good citizens still paying their taxes and GST,,,, we cannot be bothered with threats thrown at us by neither LKY, GCT or LHL. As far as we are concerned, they are not fit to lead the country with such pettiness,,,,,,,,

If I remembered correctly, one of the key benefits of GRC, besides the craps about minor-race representation, is to have economy of scales to pool resources to support and maintain the wards under a GRC.

If up to 5 wards resources, ie., financial, outsourcing, etc., can only obtain a 1-point advantage compared to the oppositions who are actually standalone wards, do you consider that a 5-ward area give better benefit and hence ranked better than a single-ward TC ?

We were led to beleive 1+1+1+1+1=6 (just use 6 for the benefit of discussion as summation of 5 individual wards should gain more in benefits due to economy of scale, else the GRC concept does not stand on economy of scale justification). In this case, 1+1+1+1+1=2, compared to oppositions' ward of 1. By comparison, the opposition wards actually did much better. By extrapolation, the oppositions, if given more wards to manage under economy of scale is going to far exceed those managed by PAPa TC.

IMO, this report actually highligthed the BS created by PAPa about GRC, and tageted at opposition bashing, in view of the forecoming election.

If there are any professional journalist worth their salt, they would have plied, queried and challenge the findings before being convinced to publish it. Publishing such reports without any thoughts is the state of affairs of the State's Times.

And btw, dd the report said when was the marking taken ? Most probably just before a minister visit to the ward. All will know that just before the minister is being led by his/her nose to see what the PA/TC want him to see, just like cow, there will be massive spring cleaning and cordoning off of areas to ensure the cow sees what they want him to see. Just a right time to send in the evaluators. Anyone will be familiar the SOP when the army boys need to do area cleaning before the inspection.

We salute the fact that the oppositiion wards despite its limted resources, can maintain the estates in which the constituents can live, is remarkable.

Of course, you don't those fancy linkway, pavillions..but do we really need them..if the people living in these two opposition wards can function qithout all these unnecessary money burden..so can the rest of SINgapore..

Ya, newspapers have reported so many rats and bugs running around in several PAP towns, immediate after the geylang rojak incident happened. Also a malay boy fell off a rusty railing while playing in corridor and residents complained nice and neat playgrounds are not children-friendly at all. How on earth did the ranking then make all PAP towns look like they were near perfect when it doesn't exist.

Anyway, Ho Jin was presented with GOLDEN AWARD during last year labour day, by Lim Swee Say, for being "screwed-up".

All these self-caressing award and ranking is suffocating in Singapore small and cram island. Only new citizen will be brain-washed to believe PAP is god.

It's not a certainty that Potong Pasir will be retained by whoever CST picked as his successors
There are no guarantees that CST votes will go to even his wife. 人在情在 人走情走...

retaining PP will be a tough battle for Chiam and SPP.
