Yes Windows and Mac

After u download Fusion364 for Windows, there is a Readme file for everything u need to know about configuration and usage.

For Sega Genesis > Fusion364 users, after launching Fusion emulator, load your game rom from the drop down menu. Go to File at the top left corner, click on Load Genesis / 32X ROM or u can also press CTRL-G on your keyboard.

These are classic pc games that is free to download and play. Unless u already own a Sony Playstation 2, 3, 4, A good arcade fight stick costs only a fraction of the Sony PS 4.
