7.5.2 The Secretary General (SG)

• The SG of the Party shall be responsible for summoning the OPC, any SPC, and any Party Convention and all meetings of the CEC.

• He shall conduct Party correspondence under the directions of the CEC and shall keep a register of members.

• He shall keep all members fully informed of all important activities of the CEC. He shall keep minutes of the OPC, and of any special minutes of the OPC, and of any SPC, and of the meetings of the CEC.

• At least one (1) calendar month before the date fixed for the OPC the SG shall inform Congress members in writing of the date fixed for the OPC and draw their attention to clause 5.3.2.

10. DISCIPLINE AND PROHIBITION
10.1 Discipline

10.1.1 Every member shall faithfully and fully abide by every decision made by the Party Congress or by the CEC until such time as the decision is amended or revoked.

10.1.2 Should the interest of the Party so require, it shall be the duty of the CEC to consider the question of suspension or expulsion of any member or demotion of any Congress member at a special meeting convened for that purpose.

10.1.3 Such member shall be given notice in writing of such meeting and shall be informed in such notice that he may offer an explanation of his conduct to such meeting in person. If at such meeting, after considering the explanation offered, two-thirds (2/3) of the members of the CEC present and voting shall vote for his suspension, demotion or expulsion, he shall thereupon be suspended for such period as the CEC may specify or cease to be a Congress member as the case may be.

10.1.4 An expelled member shall have the right to appeal to the OPC.

10.1.5 Only the President or the SG of the Party can issue any statement to the Press in the name of the Party.
10.2 Prohibitions

10.2.1 Gambling of any kind, excluding the promotion or conduct of a private lottery which has been permitted under the Private Lotteries Act Cap 250, is forbidden on the Party’s premises. The introduction of materials for gambling or drug taking and of bad characters into the premises is prohibited.

10.2.2The funds of the Party shall not be used to pay the fines of members who have been convicted in court of law.

10.2.3 The Party shall not engage in any trade union activity as defined in any written law relating to trade unions for the time being in force in Singapore.

10.2.4 The Party shall not hold any lottery, whether confined to its members or not, in the name of the Party or its office bearers, CEC or members unless with the prior approval of the relevant authorities.

10.2.5 The Party shall not raise funds from the public for whatever purposes without the prior approval in writing of the Assistant Director Operations, Licensing Division, Singapore Police Force and other relevant authorities.

A tsunami (pronounced /(t)suːˈnɑːmi/) is a series of waves created when a body of water, such as an ocean, is rapidly displaced. Earthquakes, mass movements above or below water, some volcanic eruptions and other underwater explosions, landslides, underwater earthquakes, large asteroid impacts and testing with nuclear weapons at sea all have the potential to generate a tsunami. The Greek historian Thucydides was the first to relate tsunamis to submarine quakes,[1] [2] but understanding of the nature of tsunamis remained slim until the 20th century and is the subject of ongoing research.

Many early geological, geographic, oceanographic etc., texts refer to "Seismic sea waves"—these are now referred to as "tsunami".

Some meteorological storm conditions—deep depressions causing cyclones, hurricanes—can generate a storm surge which can be several metres above normal tide levels. This is due to the low atmospheric pressure within the centre of the depression. As these storm surges come ashore the surge can resemble a tsunami, inundating vast areas of land. These are not tsunami. Such a storm surge inundated Burma (Myanmar) in May 2008.

10 THE PARTY SECRETARY
10.1 The Party Secretary shall be appointed by the CEC from amongst full Party members in good standing. The Secretary's term of office shall be annual, he or she may be removed by a 2/3rds majority vote of the CEC. He or she will be an ex officio member of the CEC if not already a member of it. The Secretary does not hold voting rights on the CEC by virtue of his or her office.
10.2 The Party Secretary is responsible for ensuring that the administrative and other arrangements of the Party comply with all legal requirements; for maintaining an up to date record of Party members for national Party purposes; for the administration of leadership elections and elections to the NEC (except when he or she is a candidate, when the NEC shall nominate another of its members to carry out this task).
10.3 The Party Secretary shall chair the Committee on Standing Orders and he or she will determine its composition.
The Party shall establish a Discipline Committee comprising of the Party Secretary and up to ten members approved by the annual General Meeting from fully paid-up Party members. The Party Secretary and a minimum of four members of the Discipline Committee shall conduct specific hearings in accordance with the appropriate rules which shall be made by the CEC from time to time. Serving members of the CEC may not be nominated for election to the Discipline Panel, and elected members of the Discipline Panel must resign if elected to the CEC.
