Maybe he accepted a challenge posed by the police undercover acting as underage girls to appear in person to prove that the two girls were infact not underage.

He brought a gun with him to show the girls he would shoot himself and die a violent death if the girls could prove they were virgin.

This is why all such challenges are entrapment or scam.
